Our Services:
1. Employment Facilitation
- Reforms on employment facilitation seek to support a policy environment that will increase labor demand and improve labor supply using pro-employment labor market policies that foster flexibility, efficiency and equity supported by a strong system of public employment service. A more active labor market information system is required to provide timely and accurate signals on jobs and skills in demand and shortages and is readily accessible to workers and employers.
2. Labor Market Information
- Provides the most comprehensive data sets on labor force employment unemployment on labor force, employment, unemployment and underemployment; and provides the most current or updated datasets that describe the province employment situation.
3. Capacity Building for Livelihood (EDT)
- to assist disadvantage workers who opt to engage in self-employment of entrepreneurial undertakings as their source of income. Services include livelihood formation for disadvantaged unemployed workers in engaging in livelihood; informal sector workers in enhancing their existing livelihood; wage worker in engaging in income augmenting collective enterprises; and OFWs and their families in engaging in self-employment and in enhancing their existing livelihood.
6. Labor Law Compliance System
- The promotion of voluntary compliance through the use of developmental approach is a supplement to: (a) inculcate culture of compliance with labor laws; (b) ensure fair, expeditious, and non-litigious settlement of disputes; (c) encourage the use of settlement in all labor cases; and (d) strengthen tripartism among the employees, employers and the government.
7. Incentivizing Compliance Program
- Promotes, voluntary compliance by: (a) giving due recognition and incentives to a company's initiative to voluntarily comply with labor laws or having implemented a much higher standards with a Tripartite Seal of Excellence on their products and in the establishment; or (b) assisting a non-compliant company through training and technical assistance to enable it to comply with the requirements set by law, and upon compliance, the establishment and its products shall be a corresponding tripartite certification and/or a Tripartite Seal of Excellence, as the case may be.
8. KAPATIRAN WISE-TAV
- It is a Big Brother - Small Brother project wherein large companies (Big Brothers), that are fully compliant with labor standards and are willing to share their resources and expertise, assist micro and small enterprises (Small Brothers) in improving their work conditions particularly in the field of Occupational Safety and Health (OSH). This will eventually enable the latter to comply with labor standards. The project also aims to empower the Small Brothers to share their experiences of workplace improvements to other micro and small enterprises.
9. OccupationalSafety and Health Standards
- Upgrade the capability of Government to prevent, eliminate or reduce work-related injuries, illnesses and deaths; this is to contain economic losses in terms of man-hours, destruction of property and expenditure for employee’s compensation, as well as social cost related to the suffering of victims of industrial accidents or outbreaks of occupational diseases and their families;implement effectively occupational health and safety programs that will promote the health, efficiency and general well-being of the Filipino workers through the improvement of the quality of his working life that will enhance significantly the productivity of industries and business all being critical factors in the attainment of national development goals and at the same time; andmaintain an expert intelligence and training center for industrial disease and occupational safety that will provide the operational framework and mechanisms for the achievement of the objectives set forth in E.O. 307, P.D. 626 as amended, the Labor Code of the Philippines as amended, and other related legislations.
10. Family Welfare Program
- Has ten dimensions, namely, Reproductive Health or Responsible Parenthood; Education or Gender Equality; Spirituality and Values Formation; Income Generation, Livelihood, Cooperative; Medical Health Care; Nutrition; Environment Protection; Hygiene and Sanitation; Sports and Leisure; and Housing and Transportation.These 10 dimensions contribute to the promotion of plant-level initiatives to contribute to the goals of the Philippine Population Management Program (PPMP); instill family planning/family welfare consciousness among labor and management as a key in promoting workplace productivity and improved worker-management relations; and establishment of family welfare component as a major concern and action of the Family Welfare Committee
11. Implementation of the Social Amelioration Program in the Sugar Industry
- The Project aims to showcase key determinants of adaptive capacity at work, where target vulnerable farming communities are provided access to financial and productive resources for purposes not only of helping them cope in the event of climate change-triggered disasters but of improving their socio-economic lot, especially through diversified livelihood schemes. Risk transfer mechanisms like revolving funds and innovative insurance schemes are expected to help develop resiliency through flexible financial mechanisms. Providing the enabling conditions for livelihood diversification is critical as new types of livelihood are often required to effectively adapt to disasters and climate change.
12. Tripartism
- Is the main consultative and advisory body mechanism lodged with the Department of Labor and Employment functions primarily as a consultative body where the social partners – labor, employers and government – are provided a venue to discuss relevant policy issuances on labor and employment. Representatives for the labor and employer sectors are appointed by the President, through the nomination of their respective sectors and the Secretary of Labor, while representatives from other government agencies are called depending on the issues at hand.
