Our Programs:

 

1. Special Program for Employment of Students (SPES)

        - Is mandated under Republic Act No. 9547 otherwise known as "An Act To Help Poor But Deserving Students Pursue Their Education By Encouraging Their Employment During Summer and/or Christmas Vacations, Through Incentives Granted to Employers, Allowing Them to Pay Only Sixty Per Centum of Their Salaries or Wages and The Forty Per Centum Through Education Vouchers To Be Paid By the Government, Prohibiting and Penalizing The Filing of Fraudulent and Fictitious Claims, and For Other Purposes", Under this law, the Secretary of Labor and Employment is designated Program Director of the SPES.

 

 

2. Job Fairs in coordination with Public Employment Service Office (PESO)

        - Refers to an employment facilitation strategy to fast-track the meeting of job-seekers and employers, licensed/authorized recruitment of agencies, and registered job contractors/subcontractors in one specific venue at a specified date and to disseminate information on other DOLE programs and services. It is the policy of the State to promote full employment through improved man power allocation and untilization. To attain this policy, the government provides free employment factilitation services through the Public Employment Service Office (PESO) pursuant to Republic Act (RA) 8759, otherwise known as the "Public Employment Service Office Act of 1999" and its Implementing Rules and Regulations. 

 

 

3. Enhanced Phil-Jobnet System

       - A more "user-friendly" web-based job matching facility and labor market information portal is finally here for free. The system enhancement for the governement's job search and job matching facility was initiated by the Bureau of Local Employment (BLE) with a series of User Acceptance Testing (UAT), participated by 38 representatives coming from the DOLE Planning service, Regional Offices, Public Employment Service Offices, Philippine Commission on Women, and private companies.

 

 

4. Capacity Building for PESO

       - Aims to enhance the capacity, knowledge, skills and competency of the PESO's for the effective implementation of joint programs.

 

 

5. Career and Employment Coaching / Guidance

       - Is a major component of the job search assistance function of the Bureau of Local Employment (BLE) in order to link jobseekers to employment opportunities. It is one of the three pillars of employment services -- the other two pillars being (a) labor market information and (b) employment facilitation.

 

 

 

6. Permits and Licenses

       - Pre Evaluation of Construction and Safety Programs, Releasing of Jobs Fair Permits and

Establishment Registration to Rule10-20.

 

 

 

7. DOLE Integrated Livelihood Program

       - Is the DOLE’s contribution to the Aquino Administration’s national agenda of reducing poverty through the promotion of livelihood and entrepreneurship and transforming them into community enterprises through convergence of services. It envisions productive, gainful and secure community employment to disadvantaged and vulnerable workers in the informal economy. DILP also endeavors to transform the Philippine society so that every Filipino can enjoy a better and dignified quality of life, consistent with the national goals of inclusive growth, poverty alleviation and job creation.

 

 

 

8. Self Assessment

       - This voluntary mode shall be encouraged in establishments with at least 200 workers. It shall also apply to unionized establishments with Certified Collective Bargaining Agreement regardless of the number of workers. Employers will be provided with a Checklist for this purpose. Assessment shall be undertaken by the representatives of the employer and workers at least once a year utilizing the Checklist. The Labor Management Committee, Health and Safety Committee or other similar committees shall undertake the assessment within one (1) month from the receipt of the Checklist.

 

 

 

9. Routine Inspection

       - Investigation shall be conducted where no complete field investigation can be made for reason attributable to the fault of the employer or his representatives, such as those but not limited to instances when the field inspectors are denied access to the premises, employment records, or workers of the employer.

 

 

 

10. Compliant Inspection

       - The conduct of inspection in all workplaces with 10-199 workers shall be undertaken by labor inspectors based on the following inspection priorities:  Existence of complaints, imminent danger or imminent occurrence of accidents and illnesses/injuries; Hazardous workplaces; Construction sites; and Establishments employing women/child workers.

 

 

 

11. Training and Advisory Visits

       - To assist small and micro establishments map out an improvement program geared at increasing productivity to facilitate their eventual compliance with labor standards. TAVs shall be conducted by trained DOLE personnel. The training to be undertaken in coordination with other government and non-government agencies shall include an orientation on practical work methods and low-cost workplace improvement strategies, which contribute to productivity and enterprise development.

 

 

 

12. Construction Safety

       - Harmonize D.O. 13 with other existing standards and laws related to safety and health particularly in the construction activities and operations in all worksites and workplaces. Provide stakeholders with clear and complete guide in order to comply with the requirements of D.O. No. 13 including the relevant rules of the Occupational Safety and Health Standards. Standardize the procedures in the filing and processing of applications of Construction Safety and Health Program. Strengthen linkages with other government and agencies and organizations involved in safety and health in the Construction Industry. Enhance compliance with the requirements of D.O. 13 as well as the relevant provisions of Occupational Safety and Health Standards.

 

 

 

13. Single Entry Approach (SeNa)

       - Was established in pursuit of the goal of President Benigno S. Aquino III in his 22-point labor and employment agenda.The 30-day mandatory conciliation-mediation approach, which shall be made operational through the SEADs, is a reform program that answers President Aquino’s directive to the DOLE to “reform labor arbitration and adjudication systems by streamlining procedures, removing red tape, and at the same time, restore integrity and fairness in the system and to ensure that 98 percent of all pending labor cases are disposed of with quality decisions by April 2011.”As a reform program, the 30-day conciliation-mediation approach was a product of tripartite consultation. In early July, the National Tripartite Industrial Peace Council (TIPC) endorsed the reform by virtue of TIPC Resolution No. 3, Series of 2010.DO No. 107-10 prescribes the guidelines on the reform measure by virtue of the mandate of Section 3, Article XIII of the 1987 Constitution on the preferential use of voluntary modes of dispute settlement; Article 211 of the Labor Code, as amended; the Alternative Dispute Resolution (ADR) Act of 2004; and Executive Order No. 523 instituting the use of ADR for the speedy resolution of all disputes before the administrative bodies of the Executive Department.

 

 

14. Labor Standards & Arbitration Cases

       - The promotion of voluntary compliance through the use of developmental approach is supplement to: (a) inculcate a culture of compliance with labor laws; (b) ensure fair, expeditious, and non-litigious settlement and disputes; (c) encourage the us of settlement in all labor cases; and (d) strengthen tripartism among the employees, employers and the government

 

 

 

15. Workers Organization Development Program (WODP)

       - Aimed at assisting trade unions to manage their affairs. It is a grant to qualified unions so they may be able to set up a library and resource center to be used by union members in their education activities. Scholarship grant for qualified union officers at the UP School of Labor and Industrial Relations and other educational institutions was also a component of the WODP.
